Samer Ali is a seasoned Digital Transformation Director and senior technology leader specializing in the design and architecture of large-scale digital ecosystems for healthcare and public sector environments. With a strong background in engineering and advanced computing, he plays a pivotal role in driving innovation and digital evolution within Capital Ambulance.

Holding a Master of Science in Scientific Computing and a Bachelor’s degree in Electrical Engineering from Birzeit University, along with executive training in negotiation strategy from Harvard University, Samer combines deep technical expertise with strategic leadership capabilities. His multidisciplinary background enables him to bridge complex technology systems with real-world operational and clinical needs.

At Capital Ambulance, Samer leads the development of a proprietary, unified technology ecosystem—architecting a “spine-based” infrastructure that integrates telehealth capabilities, electronic medical records (EMR), and computer-aided dispatch (CAD) systems. His work ensures seamless real-time data flow, enhanced operational efficiency, and improved patient care across the entire service journey.

Prior to this, he led large-scale digital transformation initiatives for the World Bank, delivering multi-million-dollar projects focused on national digital infrastructure and regulatory frameworks. His experience includes managing complex international negotiations and implementing digital systems that support modern, data-driven economies.
